Declined Cooldown of votescramble?

Im really getting tired of people scrambling the teams every round just because they lose, maybe we could have a cooldown on the next time you can vote a scramble

Yes. Agreed. Even for donators. It's incredibly annoying when people do that because their team lost. +1

Also there's a reason it's votescramble and not simply scramble.
