PayPal has fees but if you send the money as gift (which works I think with PayPal accounts from the USA only) then there are no transactionfees. There is always a fee when converting from another currency to $ or from $ to another currency.
If you don't have a private account (but for example a business account) then there are fees as well.

You might want to look into Skial Middleman Beta. That system has lower fees and is 100% safe.

Lol I help new people all the time. Even on my skial profile page I helped a guy who had problems. I just dislike people lowballing my in my trade sections. No matter if they are new or not.
