Ehh it's too easy to impersonate trusted paypal people. A rule of thumb for me in all monetary trades is: the paypal guy goes first since he can always do chargeback. TF2 items, once i trade 'em , they're gone.

even if he goes first he can still do the chargeback. Thats why scammers dont mind going first.

Check his SteamID64 that's linked to his Skial account (automatically entered via Steam login; you cannot edit this in your Skial preferences), and match that against the SteamID64 he posts in his rep thread. They both match, so that's definitely him.

Whether or not his rep is real, however, is another question. Taking a quick look at his rep thread, most of the rep posts are from users with 100+ posts on the forum, over the course of several months. Looks legit to me.
