Change nominations to go in order of nomination

Title is phrased oddly but basically, currently (in vsh at least) nomination order is based on the map's location in the menu. If I vote for x map on the last page immediately after the map starts, and 5 other people vote for maps on the first page, the maps on the first page will be on the vote but the map on the fifth page that was nominated first isn't on the vote. I'm not sure if there's some limitation or conflict with other plugins, but yeah.

Also, /nextmap could be cool too

EDIT: also bring back map cooldown, playing chernobyl every other round is getting stale ;_;
