Approved change doublecross US spawn time back to what it was

from what i've seen from the other 32 player ctf servers is that once it hits over 24 it goes to near instarespawn

That was getting really annoying with the long respawn, I could only watch in horror as my stuff was red-taped and no one was around to get rid of it.
