I think you can't craft them anymore. But you can still smelt (recraft) them into other hats if I understood that update correctly.

No, its not craftable anymore (aka recraft) into new hats.

Its as useful as an ellis cap now.

Its Valve, I had 5 papers hats.

Five of em, I planned to keep them and let them gain value over the months, then they turn uncraftable, and now are worth an ellis cap.
