I have no rep because I've never traded paypal for tf2 before, but I am verified on paypal and if I sent the money as a gift it's not possible to get refunds therefore I can't scam you, and I'll gladly add to your rep afterwards too.

Steam profile rep doesn't count here, sorry (If that counted I could say that I have over 60 rep, but it doesn't count)
The problem here isn't only the possibility of the chargeback, but the neccesary trust relationship. A trader with many reps on SourceOp can be trusted, and I would send my buds first, receiving the money after that.
I wouldn't do that with an user without reps (and I won't expect anyone to do it with me either)
