I think it is a bit of a stretch to assume he intended racism given that he has no history of silences for racism/discrimination. The overall server chat context doesn't look racist either. Let's give him the benefit of the doubt for now.

As someone who speaks Portuguese, I wouldn't say this is a stretch, in Latin America, calling black people "monkeys" is the most common form of racism.

He is using the term in a derogatory manner, insulting people he doesn't like.
