I'm not certain if this is considered spam or not, but he's spamming the "lenny face" meme in chat
He's not doing it solid 24/7 but every now and then has spam fits where he spams it 7+ times in a very short amount of time
There are also some others doing the same, some of them are still in the server so you might be able to catch them
