Didn't make an in-game report but here are a couple compilations of clips I have gathered of barbados slim hacking in skial servers.
All of the time he is walking around he is aiming at the ground, a sign of wall hacks, even when he is looking up to shoot he will lower his cursor downwards to walk around, out of view of players viewmodels through walls. This makes it less obvious of his walling, but slipups are present in the videos attached.
The videos have time stamps for easy use in their descriptions, but here are all of them anyways:

Comp #1
0:00 - weird aimlock looking flick
0:04 - looks at 2 snipers through the wall
0:08 - flicks onto pyro through the wall and tracks him
0:14 - flicks onto rocket jumping soldier that is behind the roof
0:25 - looks at sniper behind wall unusually
0:28 - looks at multiple people through the wall: pyro and scout, red coming out of spawn, sniper coming at him, heavy then demoknight, then red spawning and back to the demoknight, blu teammate then red sniper
0:46 - traces invis spy infront of him
0:55 - traces demo behind wall
1:01 - tracks sniper through wall before shooting pyro
1:06 - looks at demo then rest of blu, then randomly at 2 spys off to the right

Comp #2
0:00 - flicks onto demoknight then realizes his mistake and shakes mouse
0:08 - tracks sniper through wall then shoots mistaking them for being closer
0:12 - suspicious shot on sniper
0:17 - inhumanly flicks onto other pyro

Spinning comp
0:00 - pauses mid-game to adjust cheats, results in aim lock for a second
0:15 - flicks into aimlocked position then attempts to play off by making the sniper thrust by repeated scoping
0:33 - armlocks again towards sky

Please watch all the clips attached and respond if you agree with my claims/accusations or have any questions about clips or behavior.
I see him often on skial harvest and payload servers and I would love to not see him again as cheaters ruin the game.
I do have a couple more clips not attached, however not the best quality.

I watched the videos and a lot of what we see with the aim shots can be explained by lag and the crappy spectate system built into TF2. Some of the points where he tracks people can be explained by good senses or luck. The aiming at the sky and pausing midgame doesn't prove that he is using or modifying cheats. There are a couple shots that look suspicious, but not enough to convince me of cheating.

I'll leave this open for another admin to review. Perhaps they will see things differently.

Slowed down the instances where he does very fast flicks even further and it doesn't appear to be an instant snap but rather a very clean flick with possibly high sensitivity. Doable without cheats so we can't ban based off of those
