I say keep him banned I guarantee he wont stop. Its common sense that it is highly frowned upon in any game and he just ruins other peoples fun. If you unban him he will think it is ok to do this again and its rewarding bad behavior
 
Is he been banned before? Is he reportef in before? Did someone made a thread against or about him before?
How often was he on Skial or is he new?

I noticed he just made an account here.

If he is on Skial alot and never been reported or banned for something then this would be the first. And then it depends on how Skial thinks about second chances since he was behaving good before.

Just a thought being shared here.

Everything you said is irrelevant. If you have those questions take the time and look up the answers your self. If you want to break the rules you will get punished and hacking = perm ban
