I believe he is using an aimbot.
On the first stage of Dustbowl 1 he was inside the little shack right outside the main exit. I run past him and as expected, I get hit and cloak using DR. However, he continues following my position with his minigun. Even when I was behind the shack he was still attempting to shoot at me. Also, he has a couple bans on other servers for hacking.

Yeah, if we're able to detect that they're obviously cheating, even without watching the demo, it's typically correct.
