Honestly, I think they're just saying "Hey, AC3 got most of it's praise from the naval combat. Let's make a similar game but make it all about the naval combat!"

That being said, I still think it sounds kind of cool. I just really hope the combat isn't so incredibly easy as it was in AC3, and the missions need to be less linear (which should be a given, seeing as it's an open world pirate themed game). What I'm really wondering, is will the pirate theme fall flat? It's an Assassin's Creed game, what's the point in looting ships and finding lost treasure if all it does is give you a bunch of cash that you'll never spend? Sounds a lot like the crafting system from AC3. Useful to get a few weapons, then it's just a way to get a ton of near worthless money. What will be the incentive to act like a pirate?

EDIT: Oh yeah, and they seriously need to focus more on bug fixing before they release Black Flag. AC3's bugs were just..... terrible.
