Are the 10x Servers temporary or not?

The servers that got changed weren't doing well so they were changed to something that will hopefully fill better
Unless the original map the server was running picks up again in popularity, it's not likely going to make a return

if you have problems with server/map or gamemode changes you can check the the server list to see if you can find something else or what you are looking for.

Again, those servers were changed because they weren't filling up. Due to Valve removing quickplay and directing all it's attention towards Casual and Competitive, the only real highlight of community servers is custom gamemodes. Can the map be changed back? Sure but you require a lot of support to do so, the servers that were changed are specifically servers that weren't active enough.

Not true for the old EU High tower x32 server though "137.74.91.216:27015"... it was full of regular players most of the day. now it was changed into a spam fest x10 server.
The other EU hightower x24 player server "137.74.91.221:27015" was mostly empty, true. This server should've been changed into the randomized spam x10 server, but it was left as is and the x32 server above was changed instead... It should be the other way around, since most the players had the first x32 server in their favorites list.
Please look into at least switching the game modes between the 2 above servers, and you'll see the old community on the x32 regular hightower server come back.

If the server got changed to something else then there wasn't much of a community to begin with that filled the server

As people have explained to you already, the hightower 32 eu server was doing poorly. It was doing ok up until the week I was looking at it.

You can see on Tuesday May 2 and May 3, the server barely filled. I thought the server was starting to die out. In the following weeks after we added x10, it did worse than before May 2, but now it looks like it is growing.
We added x10 to Hightower US and it revived the server so I hoped it would do the same to the EU one.
