Looks like I was unbanned but banned again today? I am confused as to what is happening.

If you are not the person that was banned/muted, you are only allowed to post evidence. Trash talk is unnecessary.

This above account was caught hacking in 2016 by SMAC. Then your account (https://steamcommunity.com/profiles/76561198067490852) connected from the same IP address as the hacker 8 days after the hacker was banned on 12/19/2016. Which then banned your account.
Now it seems like then you connected from a new IP address from 2016, which then caused the system to ban you off the new IP address.
