We caught a hacker on that IP, causing the IP to get blacklisted. You connected from the IP but were not using the same STEAMID as the hacker so you are a new STEAMID from a banned IP. It's pretty clear you made a throwaway account, got banned, and when you came back a couple hours later your main account also got banned. Looking at the connection history for that IP it's only ever been you and the throwaway account, so there's really no denying it.
Now before you go saying it was your brother/sister/cousin/friend/dog/goldfish I'll just put it out there plainly: The throwaway account was caught by SMAC as well as VAC, we don't overturn SMAC bans, so the IP is permanently blacklisted. Any account connecting from that IP from now on until the heat death of the universe will be instantly banned by our servers.
