You were banned as a result of sharing an IP with another banned user. The IP in question is a residential IP, not a proxy or VPN.

There are a total of 3 accounts banned on this IP;

Each of the above 3 accounts were banned within days of the previous, all on the same residential IP. I'm going to make the decision to keep you banned on this occasion. You may ask someone else to review this who may come to a different conclusion.

If I may, my steam account is completely clean. I have not so much as a single VAC ban on my account in its entire history. As for other people who shared my LAN connection in the past, am I to be indefinitely banned for their misusage? Is there not a way to ban specific devices instead of an entire residence? Even so, I think 1 year of unjust punishment is enough to consolidate a point.

Steam accounts are free. There is no way to know this was not you cheating on throwaway accounts.

Nope, all we know for sure is someone cheated from your IP and to keep them from coming back we have to assume all accounts connecting from that IP are under the cheater's control and thus ban every account that comes from that connection.
Even so, I think 1 year of unjust punishment is enough to consolidate a point.
Skial has a zero tolerance policy about cheating. It might be a harsh lesson to learn but we do not forgive cheaters ever. Hopefully they learn from it.
