judging by how your attempt to connect a week ago was from a slightly different address, it looks to me like you might have a dynamic IP and that it was flagged as a proxy
 
the majority of home internet connections are dynamic. I would prefer to play in skial servers they are 100% of my favorite list. i have 10+ hours alone as an engineer, willing to bet the majority of that was on skial servers.
 
We have had problems with hackers using verizon wireless to create throwaway accounts to avoid IP bans.

We recommend that you do not use verizon wireless to connect.

You may continue to use it at the risk of getting permanently banned as long as you make your profile public and have more than 10 hours of play time recorded.
 
I've definitely got the play time. When you say make my profile public can you be more verbose? I will happily comply. I'm in a rare area where i cannot play on a traditional connection but am able to get a stable high bandwidth connection via my cellular provider. It is my sole internet connection
