Hello. I'm at my home for winter break and I cannot play at Skial servers. I've been playing mostly at trade servers (trade_eu) while in my dorm room but I got banned continuously everytime when I try to connect from my home network. It says "Proxy IP" but I'm not using any kind of IP-altering programs like VPN's or something.

Is there a problem with my ISP ? I've never used hacks or banned from a server because of hacking, scamming or other rule-breaking activities. Can you help me please, thanks.​

After looking into this further, I'm not sure why you're being banned for using a proxy.
You don't seem to be using a proxy, your ISP does have a very large IP range.

You meet all of the following criteria:
  • Have more than 0 minutes played in the past 2 weeks as shown on your steamcommunity.com profile.
  • Have 10+ hours played on any game as shown on your steamcommunity.com profile.
  • Have a public profile so we can check how many hours you've played.
You shouldn't be having any problems with proxy IPs.

Hello.

I got banned for 10 min. again when I try to connect. The problem still exist.
 
Now it's fixed but I get an error when I connect to a server

"We recommend disabling your proxy. Hackers use them to avoid bans so you may get banned for using the same IP. Hackers use them to avoid bans so you may get banned for using the same IP."
