If it is sufficiently bad enough, annoying enough, or of poor enough quality where it is no longer music but ear rape, it does not need to be put to a vote. I can't comment too much since I was not there, @BBQ Prophet has the final say.

Singing a "song" over mic, then playing said "song" on your phone over mic is spam in both cases.
Playing music through a program, such as Virtual Audio Cable, is left to a server vote, but that isn't the case.
Affirm that you understand and I will reduce your punishment.
