New Allow the atomizer

At the moment the scout has no real advantages over the other classes. I don't believe double-jumping should be allowed by default but I think letting players choose to equip the atomizer to essentially restore their double-jump ability would be acceptable. That extra jump won't save you from most traps on deathrun but it could save you from some just like how charging as a demoman can save you from some.
