This is reportable and would be silenced.

-1 For now till you put a little more effort in your app and most of what you said can be handled using the !report or posting on the forums. and attaching demos of cheaters.

Another way to find admins is to look in the steam group "Skial Admins" find one one in there that is about the time you play to come help out.

While you are right in the sense that it is reportable, I think Panik did a good job warning him because sometimes accident do happen and the guy may have accidentally slipped up.

It's not required, but it's always a nice gesture to provide a warning

I'm biased because I like the idea that our standards have some teeth to it. However, since his main issue of why he's applying to be an admin is to help combat the racism and hackers, this is the exact thing he should be reporting for in my opinion.
