I just play to play guys but I do like to have some sort of way of keeping the server happy with removing the people who simply refuse to follow the rules, I'd love to be an admin yes, but if I don't get it I won't be upset or mad with you guys, I play more on y'alls servers than any others nowadays, and the VAC ban on CoD: MW2 I was winning of FFA and people got mad and reported me for no reason​

VAC bans are automatic and they only trigger when they detect known hacks.

Even manually applied VAC bans are only done when Valve knows someone is hacking for certain

Well I will honestly tell you I didn't hack or anything of the sort and even then it could've been something I was testing in a server years ago

For one, you're lazy. If you weren't lazy, you'd read up on other people's accepted applications which are public and you could easily see what's expected.

For two, you're trying to argue your VAC ban when VAC is an automated software so none of us believe your story on people reporting you for no reason and that somehow leading to your ban.

I'm not sure who chose to rate your app declined and not take a moment to reply why, but I will.

Positives:
Playtime (>200 hours)
Want to keep server happy by dealing with rulebreakers

Negatives:
VAC ban
Chat spam
Little effort
Incorrect ban

-While I would say a VAC ban may not necessarily be a negative deterrent for an admin candidate, it does reflect poorly on you. Additionally, your explanation for how you were vac banned seems very untruthful.
-As for your chat spam, an admin candidate should know the rules, and they definitely should not be breaking them. You, however, seem to be breaking them, and you don't seem to know the rules. You are quoted as saying:

Nobody got pissed off about the chat spam nor did they ask me to stop therefore I'd like to argue that you putting me on communication block is invalid because of my rights of me both living in the U.S. and the server being hosted in the U.S.

Just because no one "asks you to stop," does not make breaking the rules okay. Then you chose to argue some imaginary law that does not pertain to Skial. This just further exemplifies your lack of knowledge in the rules, and, frankly, lack of care.
-Your app showed little effort. As noted in other replies, you could have easily gone to look at other apps to see what people say, or how long they made their applications. Additionally, you put so little effort in, that your "ban yourself for 30 minutes for aimbot" command is incredibly wrong and just lazy.

For all of these reasons, you are not at all a good candidate for admin. Please continue to enjoy our servers though.
