Declined Additional Server Rule: Stop Users From Telling Others To Die/Kill Themselves

I play a lot on Skial and often invite friends who have never played TF2 to join me on a Skial server. The reason is because the rules are simple but strong so that you can easily contact an admin and stop someone from breaking them if they won't listen to a warning and direction to the rules.
But recently the rules failed me, the reason being that a player on the Hightower server on the West - US began following me endlessly killing only me, I started to notice this and realized I was being targeted, he began to wait for me to spawn and would kill me immediately.
Now this isn't really bannable or kickable but soon he started messaging me in chat calling me a "n00b", okay I'm cool with that, but it quickly escalated, next thing he is telling me to "go die", he started putting emphasis on certain words to turn the meaning to 'go kill yourself'.
I really was taken aback by this and started contacting admins, I finally reached one after 20 minutes and explained the situation, he said sadly he can't do anything as it's not breaking the rules, he told me sorry and when I asked how to make it a rule he pointed me here.
I know this is long now but it really soured the game for me and made me feel unsafe, I stopped playing and just felt cold, it really hurt.
I'm just hoping we can get some kind of rule to stop people from threatening other players, something that can cover other situations as well.
