New Add Rust specific reporting to the forums.

Hello, as to give a more official and proper take to Rust on the forums, it would be great to add proper reporting for rust players + a thread on how to collect evidence.

I also want to add, currently the rust channel is populated by a bot that is the version of chat history.

Although this works and does a pretty good job at chat history, It would be a tiny bit better to try and fit this into stats so that chat context could be found for individuals in cases of racism, and other rule-breaking text without having to go to discord to get chat context.

This will free up the rust channel so those who play rust have a channel to converse on instead of general.
