I've seen duplicated suggestions that they made suggestions already
If someone made suggestion originally, they don't need to be tagged for duplicate, other suggestion needs to be duplicated because there is another original suggestion
Those who put suggestion wrong on category can be merged too if they aren't on suggestion category

- Lock the suggestion and tag it as duplicate if no votes on suggestion
- Merge (if it has votes in then merge to original suggestion)
