Approved Add hlstatsX and sourcebans to the reporter

I'm suggesting adding the hlstatsX page for both the reporter and the reported.

I think this will make it easier to see if the person has been banned before instead of trying to find their name. This will also help you look at their hlstats page faster to view chat etc without searching

I'm just going to decline this since we already discussed it. It would take a bit to program and it only takes a few seconds to do manually.
