The jailbreak and Saxton Hale servers have this option, so why don't the normal ones? I propose that we add "friendly" to the list of options that comes up when voting to ban a player. By adding this to the normal servers, it also lets people know that being friendly is against the rules every time someone calls the vote. I can't tell you how many times I have had to ask someone to stop friendly-ing because they did not know it was against the "harming team" rule. I don't really understand why the custom ones have it and the normal tf servers do not.

This suggestion has been closed. Votes are no longer accepted.
And that's why we have even more idiots that defend these friendlies that also don't think it's griefing. So the vote sometimes doesn't pass.
The votemenu doesn't pass a whole lot anyway with people just randomly pressing no because they want it off their screen. It's better to just report friendlies. Except a lot of people are too lazy to record demos. :I

I wouldn't mind this for the major cases of friendly players, but not for the minor cases, whom aren't actually griefing like the major cases.

Not necessary. A lot of people do read the votemenu. I've done tests myself. Usual the "ban/mute" thing is only read by people who are suffering from said player, thusly getting the proper Yes from them. The rest are confused and press whatever to get it off. Mic-spamming the biggest thing that gets 95%+ Yes in the ban/mute area, unless the "mic spammer" is playing music that everyone enjoys. Then it's more 50-50 scenario.

I also figured out that almost everyone will always vote yes to allowing All Talk to be on and, sadly, always vote yes to "critz on cap".

What are they confused about?

They either don't know why someone is doing the votemenu or don't understand what is being voted about. At least I'm assuming... It just seems like they don't necessary understand the situation though.
