It's been brought up before that while the requirement of a small amount of posts helps deter spambots, it also creates a separate problem where people registering to deal with reports or appeals can't properly post links, oftentimes blatantly shitposting just to get around it.
If removing it altogether in the bans section didn't gain enough traction or was impossible, what about adding a whitelist of common sites used in appeals and reports so people can easily get their business done without running into trouble because of their low post count? For example, steamcommunity, imgur, mediafire, dropbox, hlstatsx, sourcebans. It could be amended later on to include more if need be.
Failing that, there's also Maddo's idea from the old thread of keeping linking privileges until the user verifies their steam account.
