Declined A seperate part on the forums for raffle threads.

With so many 'buy in' raffle threads appearing on the forum lately, perhaps we could have a seperate part of the forum for them, or restrict them to the accounts/services forum.

A subsection under TF2's subforum wouldn't hurt. The only other thing we have there is "Competition".
