A raffles thread section

Maybe within the area of tf2 trading, a section of the forums you can go if you want to let every1 know about a raffle you're hosting. That way people don't miss out :D

OR a sticky redirecting everyone to Dominion, since clearly Dominion is the way to go.

I don't think it would be used as much as needed to warrant a specific section for it.

Yeah. Unfortunately, that's probably true. However, I think at least a sticky is warranted.
