Changing name to someone is low, but making an account just like they'res? That';s really fucking low. Don't get me wrong, I hate Del, but he shouldn't get shit from Valve when people are making Alt Accounts in his name.

I haven't gotten any problems from Valve yet and I don't think I will.
I report the ones I have proof of scamming. Just copying my profile is nothing Valve gives trade bans for. Problem is they usually hand out 14 days trade bans. So a scammer and restart scamming after 2 weeks of pause. Right now all we can do is hope people report them to Steam Support then they get trade banned again.

After being trade banned, their trade status will be listed as "Probation" when the ban expires, so even though they can trade again, they'll still have a red flag on their profile for a while.

I'm not sure how long the probation lasts, or what all it entails (I would assume that it means if you're reported for scamming again, they just permanently trade-ban the account or something), but it still helps people by pointing out known scammers.

It would help if the people who get contacted by these people report them to Steam Support.. Most don't bother making a ticket I believe.
