I don't see anything wrong with the current system.

Last thing we want to do is antagonize newcomers by preventing them from helping keep the servers clean.

If you're brand new to the servers and need to mute a micspammer or ban a hacker then how are you supposed to? Just sit there and bug players with AP til they mute you?

they can still use the /report command or add an admin on steam

i think 100 ap is too easy to get. maybe if you make it 500 it would be better.

well that's the point of it being 100 ap, easy to get but it also makes it so nerds cant just join and abuse the votemenu options
 
maybe it should be like, the first votemenu every half an hour is free, and then every time after that it's 100 ap

also i think there should be a notice in chat that comes up with every vote stating that if the vote system is misused, then someone can contact an admin using a simple plugin like /contact where it would pull up a MOTD that shows all available admins that you can add

Yet again more work. I think /report is good but I also think that admins should take it upon themselves to check out reports that don't make it to the forums. That's how I found this guy earlier. Someone made a report about him using an aimbot but it never appeared on the forums, not everybody knows about !votereport, and I think the time limit is too short to pass a report. Anyway I saw the failed report in the chat log and decided to check it out... sure enough he was hacking.

Punish the legitimate users too.
Well, the points don't necessarily have to be deducted from their AP. It could work like end of round or autobalance immunity. Just having the required amount of AP would give you the privilege of using it.
