I would try and post it in the "Support-Report Server Issues" section I'm sure Bottiger will get the message and can look into it for you he is the man.

Unfortunately this is above my paygrade. Almost sounds like the "Contributor Role" has not been applied to your your account. wish i could help more.

When trying to connect to the server when its full are you using the "Connect" command in the console to connect? And sometimes the /Swap command will not work if the server just did a team swap or scramble (have to wait 120 seconds) or if the teams largely imbalanced in the number of players on...

From what i have seen its normaly the same person calling for the scramble multiple times in a row. I do agree having the scramble and having a longer cool down period. It is more fun playing on a team with your friends vs against them. But it also helps to change things up.

Yes please set the cooldown limit to no less then 15 mins.
