IP bans are effective only on the newer IPv6 protocol. TF2 and all source game SRCDS all use IPv4 only. Like i said my ISP uses CGNAT (https://en.wikipedia.org/wiki/Carrier-grade_NAT) to mitigate IP exhaustion (https://en.wikipedia.org/wiki/IPv4_address_exhaustion)- Enemy Spy
