Nobody uses it in general. Regulars for jb were just recalling how many admins we currently have strictly through memory. It's a useless tool for the larger populace and anything else is concern trolling.

Big if, for sure, but it's an idea that's been racking in my head for a little bit.
It forces the mode vote to be put on cooldown, which makes people unable to change it to normal for a few minutes. This is sometimes done on purpose to ensure a struggling team can remain on the easier difficulty, as a random normal mode vote passing can severely injure a weaker team's momentum...
That vote WAS the natural map vote. It doesn't pop at 5 minutes, it pops at 6, and even if it would've the noob mode vote doesn't override it, it just delays the map vote.
