This is how it works:
You need 9 scrap to make a refined. Therefore, each scrap is worth at 0.11. To list it out, it would be like this:
0.11=1 Scrap
0.22=2 Scrap
0.33=3 Scrap=1 rec
0.44=4 Scrap=1 rec 1 Scrap
0.55=5 Scrap=1 rec 2 Scrap
0.66=6 Scrap=2 rec
0.77=7 Scrap=2 rec 1 Scrap
0.88=8 Scrap=2 rec 2 Scrap
0.99 is equal to 1. Which is: 9 Scrap=3 rec=1 ref
