Your enquiry is a rehash of why sprays are disabled and for very good reasons

Sprays will not be enabled again as long the exploit to trigger a user's antivirus software still works.

I don't know if I'm going insane reading this but I have zero clue what you want.

So you want a free server side objectors to then add free server side decal tools to add pictures? Wouldn't this be solved if you just have objectors and decal tools on hand to put a custom image? No reason to make a whole plugin.
