(For context dr_trafficjam has a nuke that players can pick up at the beginning of the map, this nuke when dropped causing a massive flashbang like effect for everyone on the map, the player in question was intentionally picking it up at round start and kill binding with it during minigames to grief and make reds unable to see, you can tell because of the finished off instead of the default skull kill icon for world kills)
