The reason why they are displayed as much as they are is because they are often ignored.
I remember someone saying they played on Skial for 5 years, and then they said I didn't know skial had a website. People will not notice anything until it is in their face.
I feel it's like the same as TV commercials. "Not many are buying our product, so let's push out more and more ads on TV!" "Oh it's this commercial for the millionth time, *subconsciously ignores until it's over*. Which ends up for people ignoring chat *in general*, not only just server messages.
This is why I say for it to potentially be a donator perk to be able to turn it off there. You need to know enough about Skial to actually donate, like them actually knowing there's a website and such.
Honestly, you can probably have some sort of questionnaire to enable the feature to be able to turn these messages off.
1. Are you aware of fake skial servers and how to find real ones? Type in the command to find real ones here: "!servers or skial.com/servers"
2. What's the command to disable duel spam?: "cl_notifications_show_ingame 0"
3. Does having "Skial" in their name mean they're admin/mod? "No"
4. Does being kicked/muted on the server mean a Skial admin/mod was on?: "No, could've been !votemenu"
"Congrats! Type !servermsgs to toggle them on/off"
Applications for admins/mods already have the "type sm_ban "[U:1:84008346]" 0 "aimbot" to prove you know how to ban obv aimbotters" so I don't know, could be an idea. I still think it's enough from just donating personally.
