Sprays Disabled?

I know that there was an update to TF2 a while back that shared coding with a L4D2 update of the same kind that limited Spray Cache to being an option that can be toggled to actually delete cache'd files of VTF images. Now I have both of those options (Disable Sprays & Delete Tempoaray Files on Game Close) toggled OFF, however I don't see anyone's spray at all. I only rarely see another spray in a MvM server. Did Skial turn those off at some point?
