By the sound of it, it was just a votemute called by this guy. If you have enough evidence (demos, screenshots, chat logs, etc.), you can report him here.

edit: votes called through the votemenu only last half an hour so there's not really a reason to appeal; if you have evidence though, report the guy who called the vote.
