If we are talking visual style: The Problem Solverz.
I am kind of conflicted on this.
On one hand, the style is unique and it is that part of uncanny valley that I like. On the other hand, it is complete visual vomit.
(EPILEPSY WARNING. ARGUABLY WORSE THAN THE ONE POKÉMON EPISODE.)

If we are talking story wise, literally anything from cartoon network these days. More specifically that one gem show I can't remember the name of(Steven universe I think?).
 
I have this serie calle "Kevin Spencer"
The animation is fucking shit (made on purpose) BUT it's motherfucking gold.
It's about a psycopathic child that if you humiliate him he'll prolly kill you.
He's put cough syrup in a party's punch in a way to get revenge from being humiliated, also stole lots of sauseges from the freezer and burned the curtains.

I have a lot more cartoons I liked over ones I didn't, probably because not having cable set my bar real low, but I do remember skunk fu being pretty bad. It's surprising that I can't name more considering how many I've watched, both growing up and even still today, but I guess there's no accounting for taste.

Can we include time periods of cartoons?

Shows that are way past their due date because the networks want to milk the hell out of the franchise like modern Spongebob or Family Guy really make me sad how far they stray from the creators' original vision.

If not, then low-effort, uninspired adult cartoons like Netflix's Paradise PD. I feel like everybody wants to have their own Simpsons or Rick and Morty without putting anywhere near the effort in that got those shows popular in the first place.
(Granted... those two examples have already departed from their "golden age" and have gotten oversaturated, but still, they had impressively serious creative merit to them in their early years.)
 
ren and stimpy was gross, but acceptable. If you wanna see something genuinely disturbing, watch ren and stimpy adult party cartoons.
