He was intentionally going into the opposing sides surf and blocking it so it was hard for the other team to complete it

I have reported people for blocking the surf before and they have been punished...

Also surfing isn't one of those modes where teams dont really matter, when doing the core surf, there's not really any fighting going on it's just surfing, so think of everyone being on one big team.

The combat between 2 teams takes place in the jail where people go when they fail the surf which is why collisions are enabled.

after talking with another admin i've proceeded to ban the user. apologies for the issue
