2: Select 'Change chat filtering settings'
3: Agree to 'Join the experiment'
4: Select 'Do not filter profanity or slurs' or whatever you want

it could be a combination of many things. my review of DOTA2 got banned and redacted in late 2018 for being the Tiananmen Square Copypasta.
