Detailed Explanation / Screenshots / Demos:
As you can see in the following short demo and a video I uploaded explaining further, this player is essentially just using the Skial 2fort servers as a mechanism to advertise The Jehova's Witnesses. It's ridiculously annoying and he's clearly just here to spam.

Short demo I recorded for more evidence: https://mega.nz/#!tl4mSaBR!QYJtswvuCycYkWKZQe69ItQ-13Z31Ex90YKSIlZ8NGU

The binds are spread out enough that it is okay. The content of the binds (Jehovah's Witness) is irrelevant. I suggest muting him in game if you'd prefer not to see it every minute.

As I said in the video, earlier this week he was spamming them much, much more frequently. Please check the server logs for that exact bind.

I do not see what you are referring to, sorry. In the future, please report when it is applicable/timely.

I reported it as "now" because he's currently using the bind. If that's not frequently enough for consequences, I understand. If you insist on me copy pasting this report and changing the time I'm willing to do so, however you could just check the chatlogs for the mentioned 2 servers over the past 3 days for that exact bind using ctrl+f.

I don't really quite understand why you're fighting me on this. I'm here to help you. Your current report is invalid due to the timing of the binds. If you want to report him for the past, it needs to be in our logs, which you can see it is not. Hence, please report it when it is valid and timely. Thank you.

Is this something Skial actually considers acceptable? That isn't even half the list of what he's been spamming, and he's sent the same message up to 4-5 times per minute. What is your exact policy on how often a message can be sent? Can I advertise something which isn't a tf2 related site by idling in Skial servers and using a macro to post the message exactly within your limit (say, every 10 seconds) for days on end? I think clarification is needed here.

Now that I've taken 10 minutes to research this, it appears he has more than one account, and you reported the wrong one. Here's the one you saw spam on. Honestly, his spam is pretty borderline (5 times in 1 minute is generally my starting area), and he only accomplishes this a couple times, over a week ago. I'm not really inclined to silence someone for something that happened a week ago. Plus, he hasn't spammed on either account since a week ago. He just spams the bind every 2-3 times/minute max. Based off that, he's learned his lesson and is keeping the spam at bay.

If he truly spams again, please report, and we will take a look. For now, I'm not taking action on a week-ago offense that appears to be no longer an issue. Thanks!

Thanks for looking into it further, I didn't know he had multiple accounts. Since they're under the same name I assumed he was using the same one. Regardless, I think his behaviour is extremely unproductive and if it's considered okay by you and other admins there's nothing stopping other players from joining and using your servers to advertise whatever they want.

Looks like you replied at the same time I did. View my response above in reference to the spam. Your screenshot is too poor quality to zoom in, but I'm sure it's everything on the second account that I linked.

Regarding advertising tf2 unrelated sites, yes, it's fine. The only issues are when they break our actual rules (i.e. linking child porn, loli, etc).

Regarding idling, no, that's not allowed if they are bypassing the AFK manager. I looked through his events log on the second account and do not see evidence of bypassing AFK manager.

I understand- what I was getting at was that someone could advertise absolutely anything that is A) Not illegal and B) not another TF2 server.
What would you consider as bypassing the AFK manager? Using macros to move? What's stopping me from manually pressing W every minute? Or sitting in a corner with a sentry?
There's no way you could tell the difference between that and a macro if I added random delays to it.
If your rules on spam times are anecdotal, punishments handed out accordingly would be inherently unfair as they'd all be dealt with differently. I understand that specifying the timing you use to judge what is/isn't spam could be dangerous, as people would just message 4 times per minute if your limit was 5, but you could implement a rule separately which stopped players from borderline spamming, which admittedly would be subjective but less so than what is currently in place.

Spamming is a very subjective thing by itself. It's not worth us to set out that, for example, 5 times in one minute isn't allowed, because, then people would just be borderline every time. Having admins who are subjective, albeit fair and just, will apply spamming correctly and appropriately.

You can generally see bypassing AFK manager on events log because it will say:
11:45:50 RMSniper changed name to RMSniper AFK
11:45:51 RMSniper changed name to RMSniper
11:50:50 RMSniper changed name to RMSniper AFK
11:50:51 RMSniper changed name to RMSniper
(etc etc)

If we don't see that, we need to take a more thorough look through a provided demo. Any method to bypass AFK manager isn't allowed.

If you want to continue this conversation on how we apply every single rule, feel free to PM me..... Otherwise, we're getting very off topic on this report.
The point is to read the rules and ensure you understand them. If you trust us, we will apply them fairly. Thanks.

Alright. While the outcome is not the same as what I would have agreed with, I greatly appreciate your helpful responses.

Like I said, since it happened a week ago, that's my biggest drawback. I don't like to be known as a harsh admin / someone who just applies retroactive one-week-old punishments. Best to let the cards fall as they may, so long as you continue to enjoy the servers.
