I heard it's a monthly subscription service that sends funny memes on index cards to your doorstep.

I've heard of lmaobox about around the time I even started playing TF2, before people came in and spammed it.

I've heard it's something people use because they have nothing better to do in their life.

First time I heard of it was today. Seems when your on YouTube and type "Skial" there's a few videos in there with people using it.

Also a really great video showing "How to be a Skial Admin" by San7890

People on the forums are obviously going to know more about Skial than those on the servers.
If you've used the forum a lot you've likely seen numerous reports/appeals regarding all kinds of hacks.

Regardless, it is against the rules to advertise hacks on our servers - but context still matters.
Is discussing lmaobox advertising? It would entirely depend on what you're saying.
Is binding the exact same thing that the hack - just with "don't" - advertising? Yes.

I'm not sure why numerous people don't understand that, but oh well.
They're providing promotion for the hack - and promotion doesn't have to be positive.
Bottiger has confirmed that it's not allowed, so that's how the rules should be enforced.

By that same faulty logic, you would have to ban anyone who says the n-word while simply explaining to another player that the word is against the rules (which people haven’t been punished for doing in the past), making any mention of the terms “lolicon” or “child porn” (simply talking about it is advertising right?) or mentioning the names of any other server or website (mentioning Neonheights or Blackwonder in any way is advertising according to you)

Of course not, it all depends on the context of the situation.
In this situation, they are advertising - and it is not allowed.

There's not blanket rules for things like this, it's case-by-case.
However if Bottiger says something isn't allowed, it's not allowed.
