1: If it's his fourth offense it's a month silence so I would use sm_silence "#[U:1:83453448]" 43200 "Racism" to silence him.
2: First I would warn him with sm_psay "#[U:1:28935235]" "Friendlying is against the rules, stop or you'll be banned" Assuming that they continue I would use sm_slay "#[U:1:28935235]" to slay the heavy. If he continues still, and this is his first offense, I would use sm_ban "#[U:1:28935235]" 1440 "Friendlying" to ban him.
Also, sorry it took me so long to respond. I was asleep when these questions went up and once I got up it was time for me to go to work. I would've responded while at work if not for the fact that I didn't wanna respond on my phone.

Hi Stanto. You have not been on the servers in 20 days, yet you have been online on steam and the forums. While forum presence is great, your lack of activity is quite concerning, especially since you have not given us any heads up. Will you be returning to the servers soon, or should we mark your application improve until another time when you can be more active?

I do intend to be more active on the servers. I was on briefly this evening and will be on for much longer this weekend and on weeknights particularly.

I appreciate your reply. Obviously you're welcome to keep all details to yourself, but do you anticipate such an extended absence again?

I do not, any further gaps will be no longer than a week, and those will be infrequent
 
I don't usually do this, especially for people who dumb rated me in the past, but I'm leaning on to change my rating from "-1" to "0" simply because I can see peace from him growing. With his statement on agreeing with me in the recent Pedro's app, he seems to be at that stage where peace is fulfilled. Because of that I am officially changing my rating to from -1 to 0. Any further peace might change it to a +1.

Sorry guys. I was going through kind of a weird situation and I owe the vagueness of the original post to that. I know the thread has been closed for a couple weeks but I just felt like I owed the people that supported me a proper explanation. I just don't have the time or mental capacity to be an effective admin anymore. I've been so stressed out recently that I wouldn't make a good admin anymore. Perhaps in a year or so I could re-apply but even then, it's doubtful. Thank you again to everyone that supported me.
