He was 100% hacking, I was also in this server and he kept turning it on and off. Just review the chat logs to see everyones opinion.
 
We can't use opinions and player testimonies as evidence. We can only use demo evidence.

The problem is there is no way to call for an admin in the server, the last thing players want to do is spend 10+ minutes of more of their time sitting on spectate. There needs to be more admins on the TF2 EU+ Dustbowl server to sort this kind of thing out, it happens on a regular basis when a hacker joins and no one is there to take action. It ends up as: people call a vote on him, the threshold is too high to pass it, then the hacker becomes aware that people know so he turns it off.. by the time someone has gone to spectate it's too late and you end up getting a crap demo. He gets away and in a couple of days time he'll be back with a new display name.
 
I know kuli, we used to play competetive highlander in the same team. I highly doubt that he was cheating. And looking at the demo these doubts are justified, didn't see anything close to being off about it.
And if you need an european admin, add me. So I can do the last thing players want and spend 10+ minutes or more of my time sitting on spectate for you :p

To be blunt, there's a ton of servers and only so many admins. Those admins are also regular players too who only have so much free time and prefer to play on their own preferred Skial servers. Unless a admin willingly starts being a regular on that EU server we can't force a admin to go play there in case the hacker shows up.

But what you can do if you need a admin right away is add some admins to your friends list and ask them to come in if you see the guy again.

I honestly can't agree with that opinion. There's obvious aimlocking on blues running mid canyon in next round, especially that scout. Also watch around tick 24,000 for the instant jump onto the scout at cap 2. Demos can have an annoying habit of not looking as obvious as seeing it live sadly because the xray isn't there and "r_drawothermodels 2" is iffy at best as it drops off with distance, the blue sniper behind spawn hut was also blatant when I had xray on.

Regarding him playing league...I don't mean to sound cynical, but the fact is cheating increases the higher up these things people go. You only havc to be aware of cs:go scandals to know that.

P.S did you watch all of it? I had to jump in and out of spec to avoid the afk manager.

I'm not having a go, I'm just pointing the problem out.

I notice there are a couple of applications pending for admins from regulars of the Dustbowl+ EU server (one being mine). So hopefully someone gets accepted there!
