This bug seems to be a common problem and the last thread has broken download links and no install instructions so I'm leaving this here for linking convenience

If you're getting invisible boss models in Vs. Saxton Hale these fixes have worked for most people who try it
Reconnect/record a demo
Sometimes players/hales will become invisible temporarily due to a client side bug. Reconnecting to the server might fix it.
Enable Downloads
If you have invisible hale models you might have your download filter set to not allow models to be downloaded.
Open the console by pressing the "~" key (if your console isn't enabled and you don't know how to enable it, read the "Enabling Console" section at the bottom of this post) and type in the following commands:
cl_downloadfilter all
cl_allowdownload 1
Then reconnect to the server so the server can download the files.
Manually installing the models
If the methods above don't work, manually reinstalling the models should fix it.

Windows 7 and Windows XP install instructions:
Press Start (the windows icon in the lower left of your screen) > Computer > Local Disk (C) > Program Files (x86) note the x86 number may be different depending on your computer > Steam > SteamApps > common > Team Fortress 2 > place the folders taken from the vsh stuff.zip and place them into the "tf" folder

Press the Windows key on your keyboard *or the Windows button on the lower left hand corner on Windows 8.1* then go to the search bar and type Computer *or This PC on Windows 8.1* > Local Disk (C) > Program Files (x86) note the x86 number may be different depending on your computer > Steam > SteamApps > common > Team Fortress 2 > place the folders taken from vsh stuff.zip and place them into the "tf" folder.

To enable your console, launch TF2, click "Options", in the "Keyboard" tab click "Advanced" and check the "Enable developer console" box then press "OK".
